An eight-phase intelligence foundation establishes extraction, persistent context, planning, Focus truth, evidence and release controls.
The Operational Intelligence program established a path from business signals through extraction, context and planning into Focus and Cockpit views. Evidence, ranking, invalidation, hardening and release controls were built around the same shared truth.
This moved Voyager's intelligence model away from a chat feature and toward an operating layer that can determine what changed, what matters and what should happen next.
